This initiative brings together representatives from all 12 大奶福利姬campuses, community college representatives, independent public university representatives, private college representatives, and MarylandOnline to address the critical need for accessible digital course materials across the State of Maryland.</p><p>The DA Working Group is charged with fostering cross-institutional collaboration to support faculty and staff in meeting the Department of Justice鈥檚 Title II ruling on digital accessibility. This ruling requires that all public higher education institutions make web content and mobile apps accessible and meet WCAG 2.1 guidelines for web accessibility. Web content includes content inside an institution鈥檚 learning management system and password-protected content. Public higher education institutions are required to meet these accessibility standards by April 2026.</p><p>According to a recent <a href="https://www.chronicle.com/article/colleges-must-revise-millions-of-web-pages-it-will-be-painful">Chronicle of Higher Education</a><em>&nbsp;</em>article, 21 percent of college students report having a disability, spanning visual, hearing, cognitive, and manual-dexterity domains. The DOJ Title II ruling is important, as it is difficult or impossible for people with disabilities to access information and content when website and mobile apps are not accessible. While 大奶福利姬institutions have processes in place for accommodating students, faculty, and staff with disabilities, this new ruling pushes institutions to build accessibility into the digital infrastructure from the beginning, so that everyone can access and engage with materials.</p><p>The DA Working Group will develop shared resources, offer professional development opportunities, explore and evaluate faculty and staff support structures, and create best practices documents for campus-wide use.</p><p>The DA Working Group urges all Maryland faculty and staff to actively participate in this initiative by attending training sessions, utilizing shared resources, and collaborating with colleagues to ensure their web content and mobile apps meet digital accessibility standards. Faculty OER Mini-Grant Program is designed to strategically support faculty efforts to increase access, affordability, and achievement for students at Maryland鈥檚 2-year and 4-year higher education institutions through the incorporation of open educational resources (OER) into teaching practice. The 2024 M.O.S.T. faculty mini-grants will provide recipients with unique opportunities to engage in communities of practice related to teaching with OER and the creation of OER in high-need areas. This year,&nbsp;8 faculty grantees were selected from&nbsp;five 2- and 4-year Maryland public higher education institutions, with a potential impact on over 1,600 students in AY 2024-2025,&nbsp;and potential savings of over $37,500.&nbsp;</p><p>M.O.S.T. also awarded an Institutional OER Grant to&nbsp;Wor-Wic Community College to support strategic institutional efforts to increase access, affordability, and achievement for students through more systemic incorporation of open educational resources (OER) into teaching practice. Dr. O'Neill joined the Kirwan Center in February 2016 and has served as the Acting Director since May 2022, shaping the Kirwan Center鈥檚 strategic direction and leading its work. At the Kirwan Center, she leads Systemwide projects related to student success as well as capacity-building initiatives with and for faculty development leaders across the System. She also supports Kirwan Center initiatives that directly engage faculty, including efforts to scale and sustain the use of open educational resources and to promote the scholarship of teaching and learning (SoTL).</p><p>Prior to being at USM, she served as the Director of the Center for Excellence in Learning, Teaching, and Technology at the University of Baltimore from 2012 to 2016. While at UBalt, her work focused on supporting faculty innovation in teaching as well as curriculum development and alignment, student learning assessment, and institutional effectiveness. Before moving to Baltimore in 2012, Nancy spent a decade at the American Association of Colleges and Universities (AAC&amp;U), contributing to national projects related to high-impact practices, undergraduate curriculum and quality, assessment, institutional renewal, and diversity and equity initiatives.</p><p>Nancy earned a doctorate in higher education management from the University of Pennsylvania where her dissertation examined faculty use of open educational resources (OER) in relation to the content and teaching affordances made possible by open licensing. Kirwan Center for Academic Innovation and 大奶福利姬 and Affiliated Institutions Library Consortium (USMAI), will articulate the role of academic libraries and library consortia in increasing the relevance of open educational resources (OER) through OER localization, defined as the practices and partnerships necessary to increase the relevance of OER for differing student populations, student learning needs, faculty interests, and institutional and community contexts.</span><br /><br /><span>The 大奶福利姬grant of $149,877 comes under the IMLS National Leadership Grants for Libraries program, which supports projects of national impact that address significant challenges and opportunities facing the library and archives fields and have the potential to advance theory and practice with new tools, research findings, models, services, practices, or alliances that will be widely used.</span><br /><br /><span><span>鈥淥ur goal is to develop a framework that can be used across academic library and consortial contexts to position these entities as leaders in and supporters of OER localization,鈥 said Nancy O鈥橬eill, Acting Director of the Kirwan Center and co-PI for the grant. 鈥淭his work fits squarely within the NLG program mission, and we are delighted that we will have the opportunity to engage with library colleagues nationally and across Maryland in the process.鈥 &nbsp;</span></span><br /><br /><span>Out of 118 NLG program proposals submitted this year, only 33 projects were funded, among them the 大奶福利姬planning grant.</span><br /><br /><span>In addition to advancing the field of OER from a narrow focus on cost savings toward a broader commitment to equity and student success, the 大奶福利姬project also intends to spur national dialogue about the roles that academic libraries and consortia can play in contributing to student success through the development and sustained support of relevant, constituency-oriented instructional materials and practices.</span><br /><br /><span><span>鈥淟ibraries and their consortia are playing very active roles in the proliferation and success of Open Educational Resources,鈥 said Andrew K. This will include working with an inaugural cohort of faculty selected as 2023-24 Elkins SoTL Fellows from across five 大奶福利姬institutions.</span><br /><br /><span><span>SoTL focuses on systematic investigation of student learning, instruction, and teaching innovations. (June 17, 2020) 鈥 The 大奶福利姬 (USM) and member institution University of Maryland Global Campus (UMGC) have formed a $2.6 Million partnership, 大奶福利姬OnTrack, to work with provosts, teaching and learning center directors, instructional designers, technology professionals, and others to support and assess expansion of high-quality online learning across the system.</p><p>As the 大奶福利姬makes comprehensive plans to facilitate a safe return to campus for some level of in-person instruction, parallel efforts are also underway to enable students to participate remotely. 大奶福利姬OnTrack is one critical response, as system schools prepare for a hybrid of online learning and in-person instruction during fall 2020.</p><p>To be better prepared for the upcoming 2020 semester, 大奶福利姬institutions must adapt both their instructional technology use and their teaching methods to produce an optimally effective online learning environment, with improved student participation, engagement, and faculty effectiveness. 大奶福利姬OnTrack intends to meet and master this challenge.</p><p>UMGC, one of the world鈥檚 leading and most highly respected online learning institutions, will partner with the USM鈥檚 William E. Kirwan Center for Academic Innovation, a national leader in higher education teaching and learning innovation.</p><p>鈥淐OVID-19 has forced universities to manage a number of challenges they鈥檝e never confronted before, and to do it fast,鈥 said 大奶福利姬Chancellor Jay A. Perman. 鈥淲e know our quick pivot to remote instruction wasn鈥檛 ideal鈥攏ot for students; not for faculty. But this partnership between the Kirwan Center and UMGC leverages their combined strength in online education so we can optimize learning for all of our students and really innovate in this space.鈥</p><p>De-densifying has emerged as a key component in achieving a safe learning environment under COVID-19, meaning that classroom space鈥攁lready in short supply鈥攚ill be further restricted.&nbsp; Combine this reality with the inability or hesitancy to return to campus of some students, and the need for effective and engaging online instruction is paramount.</p><p>This past spring, 大奶福利姬institutions and regional centers were forced to make an immediate and complete transition to what has been dubbed 鈥渆mergency remote teaching.鈥&nbsp; While acceptable in the short-term under the unprecedented circumstances, this approach鈥攎arked by taped lectures, Zoom classes, and other platforms鈥攊s untenable as a long-term option.&nbsp;</p><p>鈥淭he goal this spring was to keep teaching and successfully close out the remaining 6-8 weeks of the interrupted semester. We will need to do better than that this fall.&nbsp; Our goal is to support the expansion of high-quality online learning across the System to help ensure academic continuity for students and to strengthen our ability to support continued learning in the future,鈥 said MJ Bishop, 大奶福利姬Associate Vice Chancellor and Director of the Kirwan Center.</p><p>Institutions will have the option of temporarily adopting UMGC courses for delivery to their students this fall. This approach, will involve almost exclusively general education and elective courses, providing institutions with immediate access to online education courses that have been proven effective, with full credit equivalency and transfer.</p><p>"This program offers a unique opportunity to optimize the collaborative culture within the 大奶福利姬, leveraging the specific expertise of its individual institutions,鈥 said UMGC President Javier Miyares. 鈥淯MGC first offered online classes in the mid-1990s and has decades of expertise in instructional design and digital teaching and learning. Its technology infrastructure prioritizes student support services, success, and learning outcomes. We are pleased and proud to be able to offer this assistance to our sister institutions during this unprecedented crisis.鈥</p><p>For institutions embracing more of a 鈥渄o-it-yourself鈥 approach, OnTrack will support full service online course conversion.&nbsp; This option will feature 鈥減ools鈥 of instructional design support that institutions can access as needed, as well as resources for faculty on the fundamentals of instructional design and best practices of teaching online and online orientation materials for students.</p><p>Institutions interested in a middle ground鈥攐ne that falls between ready-to-adopt online courses and building online courses from scratch鈥攃an opt for expanding the use of adaptive courseware.&nbsp; Adaptive courseware鈥攑aired with faculty training workshops鈥攃an improve student and faculty experience by 鈥渇lipping鈥 the classroom, creating a more interactive platform for content delivery and interaction with faculty, especially in courses (such as large enrollment, general-education courses) that do not adapt well to online modalities.</p><p>Additionally, 大奶福利姬OnTrack is offering faculty training and inter-institutional coordination of resources to explore the use of virtual reality technologies in lab-based courses.&nbsp; Virtual reality technologies give students access to realistic lab experiences that will let them perform experiments and practice their skills. These tools promise to provide sufficiently high-fidelity simulations for learning lab techniques and inquiry skills, particularly for lower-level lab courses.</p><p>Finally, all three approaches will be supported with expanded and enhanced online teaching professional development opportunities.&nbsp; This step will help establish a high level of proficiency that results in a positive student experience and overall online learning success.</p><p>The 大奶福利姬comprises 12 institutions: Bowie State University; Coppin State University; Frostburg State University; Salisbury University; Towson University; the University of Baltimore; the University of Maryland, Baltimore; the University of Maryland, Baltimore County; the University of Maryland Center for Environmental Science; the University of Maryland, College Park; the University of Maryland Eastern Shore; and the University of Maryland Global Campus. Faculty OER Mini-Grant Program is designed to strategically support faculty efforts to increase access, affordability, and achievement for students at Maryland鈥檚 2-year and 4-year higher education institutions through the incorporation of open educational resources (OER) into teaching practice.&nbsp; The 2020 M.O.S.T. faculty mini-grants will provide recipients with unique opportunities to engage in communities of practice related to teaching with OER, creation of OER in high-need areas, and evaluation of OER use in relation to student success. This year, 23 grantees were selected from eighteen 2- and 4-year Maryland public higher education institutions, with a potential impact for 10,500 students in AY 2020-2021.</p><p>New this year, M.O.S.T. also awarded five Institutional OER Grants to seven Maryland institutions to support strategic institutional efforts to increase access, affordability, and achievement for students through more systemic incorporation of open educational resources (OER) into teaching practice. These grants will support significant advances in OER adoption, scaling, and sustainability in support of student success institution-wide.</p><p>In addition to the fiscal awards, grantees will be provided with extensive professional development, technical support, and coaching to ensure that their projects successfully incorporate learning-centered pedagogies and continuous quality improvement.</p><p>Since the M.O.S.T.
